Narrative
On 8/18/2025 at approximately 07:30 eastern daylight savings time, local operator discovered product in a piping trench located just outside the perimeter of the tank field. The product appeared to be historical in nature. Osro was on site and cleaned up without further issue. Several hours later gasoline was discovered in the same location. At this time, the line was shut down and isolated. All internal notifications were made. Further investigation revealed the 8-inch diameter tank to tank circulation line was slowly leaking from a section of terminal pipe located approximately two feet into the tank dike area. All external notification were made, and nrc was contacted at this time. Osro was on site and all product and affected soil was recovered and removed. Approximately 100 barrels of gasoline has been recovered. All product was contained on operator property. There were no fires, injuries, and no product was released to any surface water. Cleanup is completed. The section of terminal piping has been idled and isolated with no plans of returning to service as this time. Note: buckeye acquired this facility in 2014 from hess. Buckeye does not have records prior to purchasing. Updates to this report will be submitted. 10/27/2025 update below: minor updates have been made. Section d. 3. Updated to 'yes' section d. 8c. Updated to $42,000 as previously reported, the section of pipe remains idled with no plans on placing back into service.

The product appeared to be historical in nature. Osro was on site and cleaned up without further issue. Several hours later gasoline was discovered in the same location. At this time, the line was shut down and isolated. All internal notifications were made. Further investigation revealed the 8-inch diameter tank to tank circulation line was slowly leaking from a section of terminal pipe located approximately two feet into the tank dike area. All external notification were made, and nrc was contacted at this time. Osro was on site and all product and affected soil was recovered and removed.
