Narrative
A tree branch along spinnaker drive, outside of the harbor station property boundary, broke off and hit the dcor pipeline asset within the station. The branch broke off a 1/2" fitting (pressure sensing line) on the 6" mosf tie-in line near to where it enter the 22" vps pipeline (mop of 285 psig). The line was shut down at the time but was under approximately 227 psig static head. The pressure alarm low (pal) switch that was sheared off by the tree branch was set at 185 psig, triggering a scada and audible alarm at the vps controller who immediately shut all remote-controlled valves through the scada and performed an emergency row inspection to identify if there was a release. Upon arriving at harbor station, the operator supported police and fire, and communicated the accident to dcor management. Emergency crews (police and fire) were already on site, having been notified by a community member driving past the location. Dcor personnel notified cal oes (#25 3868) and nrc (# 1438900). Both reports were made within 1hour of identifying the accident. Dcor called out their response contractor. By the following morning, contractor had removed 3 roll-off boxes with soiled material, had backfilled with clean gravel, and cleaned spinnaker drive allowing the roadway to be reopen. The pal switch was reinstalled by the 7th. And the line restarted. No other damage was noted. Dcor personnel notified nrc prior to the 48-hour update requirement (nrc #1439048).

Narrative
A tree branch along spinnaker drive, outside of the harbor station property boundary, broke off and hit the dcor pipeline asset within the station.
