A release occurred at 11:55 a.M. On the #3-12 line when a vac truck operator removed a plug from a 2� valve to install a drain line on the bottom of the pig trap at wynnewood station in preparation to receive a cleaning pig. The vac truck operator removed the plug not realizing the valve was in the open position, resulting in a release of 66 barrels of gasoline. Isolation of the upstream and downstream valves occurred at 12:00 p.M. All the impacted soil was collected and disposed of properly. The valve in question did not have a handle that clearly marks the valve position. To avoid recurrence, additional training will be done to recognize the valve positions prior to commencing work as well as installing a new valve with a handle attached that clearly marks the valve in the open or closed positions.
