Narrative
On 6/12/2025 at approximately 19:00, while preparing for start-up, local operations discovered a crude oil release coming from the 13002 cmar-ctol-16inch line. The line was between delivery points and already shutdown. Approximately 0.5 barrel of crude oil was released. Osros were mobilized to cleanup free product and contaminated soil. The leak was repaired by cutting out the failed below grade section. The section was replaced and rebuilt above grade. The line was started on 6/13/2025 at 11:35. The cause of the leak is still under investigation. The failed section of pipe will be sent to a third party laboratory for analysis. A supplemental report will be submitted once the investigation is complete. Supplemental & final: the investigation determined that the failure was due to internal corrosion. The cause of the internal corrosion was microbiologically induced corrosion (mic) and under-deposit corrosion. The installation of the kicker line was below grade on a crude line and did not account for prolonged periods of stagnant conditions where the line would be full of product. Line has product moved through it quarterly when maintenance pigging operations are completed. Kicker lines are not drained up and purged between pig runs. To prevent reoccurrence, the below grade kicker line was reconfigured above ground, which will allow for natural drainage and access for inspection as needed.
