On 6/4/25 a local operator was making valve line ups and smelled diesel fuel and noticed a sheen on top of a puddle of water due to recent rains located underneath a manifold. All operations were suspended, and investigation began. It was determined that the bleeder valve was not closed when the valve was last opened on 6/2/25. Sump alarms were received initially on 6/2/25 and local personnel were able to identify the open valve and were able to shut it but were unable to identify any sheen due to constant rain for the next 48 hours. Operations found that when the pump was operating the product traveled down the bleeder valve line to the sump line. The pressure from the product began to back up to the sump line due to the high flow. The product then back fed up each drain line into the sight glasses finding a weak gasket on the sight glass causing a release. To ensure this was in fact the cause of the release local personnel recreated the scenario to find the leak. The broken sight glass was removed and replaced with a new one.
