On 05/23/25 at approximately 07:58, a local operator employee closed mov 6001 causing the 24inch midland mesa c20017 line to overpressure, which led to a release of crude oil onto the ground. The line was immediately shutdown and isolated. The leak was discovered to be coming from a flange. Flanges were retorqued to stop leak, the line was inspected visually and was returned to service. Approximately 1 barrel of crude oil was released. Cleanup contractors removed product and remediated impacted soil. The cause of the accident is still under investigation. A supplemental report will be submitted once complete. Supplemental & final: the investigation determined the cause of the accident was due to incorrect operation leading to an overpressure. The field operator did not properly communicate with the control center prior to operating valves. To prevent reoccurrence, the delivery/receipt operating procedure has been updated to include valves in use and expanded communication guidance. The field operator's associated covered task qualifications were suspended and the individual was retrained and qualifications reinstated.
