On thursday 5/15/25 2158 hrs, the crimson control center (cc) received an atmos alarm for east crude mainline, it was received while crc huntington beach was shipping with a pig in the line. There was a 10 bph differential in volume. Crimson control center followed leak response protocol by shutting down the pipeline and notifying crimson cc liaison and operations supervisor. Crimson also isolated the system into segments by closing mov512a and mov602. On thursday at 2325 hrs, cc liaison contacted atmos after-hours support to discuss the alarm on the east crude system. The on-call representative noted there was a 10-15 bph flow shortage on the pipeline, which occurred while crc huntington beach was operating. The atmos rep believed this flow difference could have been caused by the cleaning tool that was launched on 5/14/25 from crc huntington beach. There was also no abnormal pressure loss on the system with the flow deviation. Following these assessments, cc liaison and ops supervisor decided to leave the pipeline down as a precautionary measure, and operations would complete row inspections in daylight hours for safety and efficiency purposes. On friday 5/16/25 0812 hrs the cc updated that operators were dispatched to complete row inspections, and that pressures held steady across the system, including the huntington beach segment. During the row inspections at 0916 hrs. Oil was found in the garfield junction vault and was contained within the concrete vault. A vacuum truck was dispatched to the site for removal of the oil. The source of the leak was a 2" nipple off the bottom of the mainline. Upon removal of the 2" nipple internal corrosion was identified. Testing of the corrosion is ongoing
