On 05/05/2025 at approximately 06:23, the control center received scada indications of a release on the keller to midlothian segment of the 16-inch ringgold to corsicana system. The line was shutdown and upstream and downstream valves closed to isolate the segment. Operations personnel were dispatched and began field investigations to locate a potential release. On 05/06/2025 at approximately 14:10, field personnel discovered crude oil on the ground near mp 90.82 in the arlington/ft. Worth area. Once excavated, both crude oil and sewer water were discovered in the excavation. The location of the leak was where a 48-inch city of fort worth sewer line crossed under the keller to midlothian segment. Investigation in the ditch found the concrete sewer line appeared to have failed and was expelling sewage into the the immediate area in and around the keller to midlothian pipeline. Approximately 6,600 barrels of crude oil was released. The majority of the released crude traveled through the failed sewer pipe to a water treatment facility approximately 4 miles to the northeast. Cleanup contractors were mobilized to cleanup product and remove impacted soil at the failure site. Pep coordinated cleanup efforts at the water treatment facility with the city. The line was restarted on 5/9/25 at 22:00 by affecting a stopple and bypass around the failed section. After the pipeline was restarted the failed section was cold cut and removed from the ground, prepped and shipped to a 3rd party laboratory for analysis. The cause of the accident is still under investigation. A supplemental report will be submitted once complete. Supplemental & final: the metallurgical analysis determined that the failure was due to external corrosion. The cause of the external corrosion was microbiologically induced corrosion (mic) with high levels of sulfur oxidizing bacteria (sob), which was more likely than not caused by sewage contamination of soil and water from the failed city of fort worth sewer line at the rupture location. The aggressive corrosion thinned the wall of the pipe that spanned the length of and led to the rupture.
