Narrative
National fuel gas supply corporation (national fuel) is reporting this natural gas incident as a result of an unintentional release of gas, which resulted in property damage with estimated costs in excess of the applicable $145,400 threshold outlined in 49 c.F.R. 191.3(1)(ii) and occurring on national fuels f1s pipeline in the town of limestone, cattaraugus county, ny (line f1s). On sunday, june 1, 2025, at approximately 12:11pm, national fuel gas control operations center received an alarm due to a pressure drop on line f1s. At approximately 12:14pm, the pressure drop triggered a compressor unit shutdown at limestone compressor station, which isolated the compressor station from line f1s. National fuel promptly mobilized operations to investigate. At approximately 1:06pm, national fuel arrived at limestone compressor station to begin the investigation into the cause of the alarm, and, although a potential source of the alarm was not yet discovered, as a precautionary action, closed valve cpc113 at limestone station, which is immediately upstream of line f1s. At approximately 1:36pm, the downstream valve on line f1s (valve rhc111) was closed to isolate line f1s. Out of an abundance of caution, at approximately 2:46pm, national fuel notified the nrc of a potential rupture. After line f1s was isolated, national fuel patrolled line f1s, and, at approximately 3:16pm, confirmed a rupture on line f1s near the crossing of rice brook within allegany state park (gps coordinates 42.0603, -78.69133). Upon excavating and removing the ruptured section of line f1s, it was determined that the rupture occurred along the longitudinal seam of an approximately 50-foot joint of pipe and arrested 2-3 inches beyond the girth weld in both directions. The longitudinal seam was oriented at the 6:00 oclock pipe position. The rice brook flowed above line f1s through two parallel corrugated metal culvert pipes, which were damaged as a result of the rupture. The flow of rice brook was temporarily disrupted, but later re-established with minimal environmental impacts. The ruptured section of line f1s was sent to a laboratory for root cause failure analysis, which has not yet been completed. Thus, the root cause of the rupture is unknown at this time. Line f1s was repaired by replacing approximately 60 feet of 6-inch od, 0.280-inch wall, grade x-52 steel pipe which was pressure tested to >1.5 x maop. No injuries or fatalities resulted from the rupture.
