Narrative
On 11/27/2024 at approximately 02:30, boardwalk louisiana midstream's (blm) control center received scada alarms at ashland road rsd site for high lel and low pressure on the downstream transmitter; operations personnel were dispatched to investigate. When operations personnel arrived, first responders were onsite responding to a vehicle accident in which the vehicle struck the valve site and caused the ethylene leak. Operations personnel discovered ethylene venting into the air with the wind blowing ethylene across ashland road. Operations personnel requested the control center close the upstream main line valve. Once inside the fenced area, operations personnel determined that tubing was damaged by the vehicle and they were able to isolate a 1/2-inch ball valve going to the tubing. Once the ball valve was closed, the ethylene leak stopped within approximately 2 minutes. At approximately 04:45, the site was deemed safe to reopen the mainline valve and control center personnel did so. Operations personnel repaired the damaged tubing and adjusted the pressure transmitter and the facility was returned to service.
