Narrative
On 09/16/2024 at 10:08am, the energy transfer (et) control room received a leak detection rupture alarm. They acknowledged the alarm and then called the jackson plant to prepare for a shutdown of the s512.03 justice 20_20in wolfe air park to houston line at 10:14am. The control room manager then called operations to notify them of a suspected issue near spencer hwy. Operations then dispatched personnel and arrived on site at 10:42 am where fire and emergency responders were already on the scene. Et personnel confirmed discovery at 10:52 am. The control room continued preparing for a shutdown and received confirmation at 11:21 am that the mlv upstream and downstream were closed and that the line was isolated. Stopple fittings were then installed to reduce blowdown volume. Et and emergency responders monitored the fire onsite until 6:37pm on 09/19/2024 when the fire was depleted. Et then began remediating the damage and the line was put back into service on 1:52 am on 9/22/2024. The investigation is still ongoing and waiting on the deer park police report. In reference to a.10, a third-party vehicle crashed into a 3' blowdown on the justice 20' pipeline near spencer hwy, resulting in the rupture of the line and the fatality of the driver. Details of this third-party crash are under criminal investigation.
