Narrative
On september 12, 2024, at 11:25 central time, a company technician was notified by a railroad inspector inspecting the railroad from hurricane francine of a possible leak from a pipeline. The company employee arrived on site at 11:55 to verify a leak had occurred and notified the houston control center (hcc). Hcc shut remote valves upstream and downstream of the suspected site. The pipeline technician manually closed the upstream valve closer to the leak site at 12:20. Enterprise determined the event to be reportable at 12:45 due to the anticipated repair cost exceeding $50k resulting in immediate notification to nrc at 13:17. Natural force damage occurred from hurricane francine due to lighting possibly impacting an electrical pole resulting in an electrical discharge damaging the pipeline. A type b sleeve was installed repairing the pipeline. The ldenr was notified on 9/12/2024 at 13:31. The louisiana state police notification took place on 9/12/2024 at 12:54. Revised supplemental/final report in part g2 natural force damage sub-cause from other natural force damage to lightning.
