At approximately 1730 hours on september 5, 2024, local operations began patrolling the right of way due to an odor complaint. The right of way corridor is shared by multiple operators who also began patrolling the area. The buckeye allentown control center was notified to shut line down out of an abundance of caution while patrolling continued. A small sheen was found, and the source was identified. Internal notifications were made. At approximately 1820 hours a gasoline leak was identified on buckeye l602 through visual observation of stained pipe coating located at the air to ground interface. Further investigation revealed a small gasoline drip. All remaining internal and external notifications were made. Cleanup activities began to include deployment of absorbent and hard booms to protect a nearby drainage culvert. No free product left the area. All free product was recovered. There were no injuries, no fires, no explosions, and no evacuations. Excavation of the damaged pipe visually revealed external corrosion located at the 5:00 orientation position of the pipe. The pipe section was cut out and replaced. Phmsa inspectors were on site. The l602 was repaired and restarted under written conditions submitted, reviewed, and approved in accordance with buckeye 602 pipeline repair and restart plan (v3), by the director, eastern region, PHMSA, ops, robert burroughs. The investigation is ongoing. Buckeye has received PHMSA notification of corrective action order cpf no 1-2024 055 cao dated september 13, 2024. The actions and requirements set forth under the cao are in progress. Updates to this report will be submitted. 4/3/2025 this report has been updated to reflect a more accurate volume released from one barrel to ten gallons. Buckeye continues to adhere to the open corrective action order cpf no1-2024-055 cao dated september 13, 2024. The actions and requirements set forth under the cao are still in progress.
