Incident summary: on july 6, 2024, at approximately 07:30 am, a station operator doing a daily station walk around found the station sump had overflowed to soil. - station operator notified the supervisor, occ, and the sump was manually pumped out and monitored to ensure the level did not rise unexpectedly. - no alarms for sump ehl or station lockout were received in occ or on local hmi screen. Sump pump was found in auto setting, but the sump pump was not running when found. - after taking measurements and checking depth of pooling, engineering ran calculations and determined the release volume to be 40.633 gallons. Investigation findings: magnetrol switch did not function to automatically start sump pump. - this magnetrol switch is on a semi-annual inspection and maintenance schedule. - this switch passed the previous semi-annual inspection remediation: all contaminated soil was removed, placed into roll off boxes, and disposed of properly. Preventing re-occurrence: - magnetrol assembly replaced and tested with water. - added radar level gauge in parallel with magnetrol switch for occ sump level alarm as a secondary safeguard.
