Narrative
On 07/12/2024 at approximately 13:36, station personnel discovered a leak inside midland tank farm and notified the operations manager. There are other pipelines in the same area which caused the investigation to identify the source of the release to take an extended amount of time. Confirmed discovery was made at 22:50. The segment was isolated, upstream and downstream valves closed at approximately 23:00, and line was readied for repair. Texas railroad commission was notified of the leak at 23:10. On 7/16/2024, due to escalating environmental costs it was determined that total costs would exceed $50,000. The nrc was notified at 13:02 (1404950). An updated 48-hour nrc notification was made on 7/18/2024 at 11:59 (1405173). Approximately 55 barrels of crude oil was released. Cleanup contractors removed product and remediated impacted soil. On 7/14/2024, repair was made by replacing the failed pipeline segment. The cause of the leak was determined to be internal corrosion occurring along the bottom of the pipe. To prevent reoccurrence, the relief line was permanently removed from service on 9/6/2024.
