At 10:00 am cdt on april 24, 2024, while in the process of performing an anomaly dig at mp 0.7006 on line 42, a small amount of crude oil was discovered. The line was already down and isolated before the excavation began. Once crude oil was discovered, the excavation area was evacuated, and additional valve closures were implemented to minimize any potential drain down. Operations personnel were already on site to begin investigation and cleanup efforts. In a short time, the bell hole gave way and flooded with surrounding standing water from previous rainfall. More equipment was brought in to aid in further investigating the source of the release. Water was removed from the excavation area, then a through-wall pinhole was revealed while preparing the anomaly site for ndt. A repair clamp was installed. Approximately one gallon of crude oil was released and contained within the excavation area. The railroad commission of texas was notified on april 24, 2024, at 10:53 am cdt. The nrc was notified on april 24, 2024, at 10:57 am cdt (nrc# 1397210). A 48-hour update to the nrc was made on april 26, 2024, at 10:22 am cdt (nrc# 1397390). The dig at mp 0.7006 was driven by the november 14, 2023, metal loss in-line inspection of the viola to taft portion of line 42. The excavation and subsequent examination of the pipe revealed a small leaking feature that corresponded to the target ili feature call. The results of the investigation identified metal lose due to internal corrosion from microbially induced factors. Line 42 remains out of service due to additional ili features. The actual volume released at mp 0.7006 was 0.02 barrels. The PHMSA portal does not recognize volumes less than 0.1 barrels therefore that is the volume entered in part a.
