Narrative
During a routine offshore flight patrol, a pipeline technician spotted an area of bubbles in the gom near the hia 582 platform. The bubbles were suspected to be coming from the 30" natural gas pipeline segment 7869. The pipeline was isolated and monitored. No sheen was observed. The leak was reported to the nrc and PHMSA. The vision barge, contracted from chet morrisson, arrived on location. The pipeline lies at a sea depth of 356 feet in conditions of very poor visibility. Saturation divers found the pinhole natural gas leak on the 30" pipeline. The concrete and somastic coating on the pipe were removed and a 30" x 24" plidco clamp was bolted in place over the leak. All ut readings around the clamp and leak area were good. An anode sled was installed on the pipe to support current corrosion mitigation programs. The pipeline was tested up to 900 psi, normal operating pressure, and no leaks were observed by the divers. The pipeline was placed back in service. Supplemental 12/27/2024 corrected question a5 coordinates. Corrected question b13 to "high island south" area. Corrected question b14 to "below water, pipe buried or jetted below seabed." supplemental 01/03/25 corrected question d7.C with estimated cost of emergency response.
