On 03 april 2024, at approximately 07:00, stained gravel was discovered near line 2 ' unit 3 suction valve. An investigation to determine the source began immediately. At approximately 07:42 product was discovered by contractors while conducting an exploratory hand dig near the valve. Appropriate notifications were made, and additional spill response personnel were mobilized to further assess and mitigate. The line 2 station loop was isolated from the main line. At approximately 10:15 the leak source was identified as the line 2 unit 3 suction valve lubrication line at the threaded connection between the nipple and valve body. The lubrication and blowdown lines were removed and replaced with threaded plugs. Repairs were completed at approximately 1826 cst and normal operations resumed. At approximately 11:00, it was discovered the repair and response costs were likely to exceed $50,000, thus, a nrc notification was made at 11:45 cst. All released product was contained on colonial pipeline company property and the estimated volume of released product was recovered.
