Narrative
On 6/17/2024 bubbling was seen from a third-party helicopter pilot. The pilot reported the situation to bbt which they investigated and confirmed on 6/18/2024 to be the 16" bbt pipeline. Bbt initially treated it as a src due to the nature of the event (slow leak) and the vicinity (in the marsh, 1.5 miles from the nearest building), but was elevated to an incident within an hour when it was determined it was going to exceed the regulatory requirement in becoming an incident on 6/28/2024 (due to the mobilization cost and equipment needed in the marsh) . The leak was isolated immediately, and discussions were made to minimize fugitive emissions. As a result, customers burned down the gas to the regulator set point (200psi). The remaining gas was blown down to initiate repairs. Repairs started on 6/24/2024 (weld-on sleeve) and the pipeline was returned to service on 7/1/2024. Localized pitting was determined to be the cause in-between the concrete coatings near the seams where coal tar is the coating.
