Narrative
On thursday, may 9th at approximately 1:25pm central time, emmet operations received a call from a third party about a possible line strike with a gas release. At 1:38pm, operations personnel confirmed that a third party had struck line sm-23 with a bulldozer causing a gas release. No one was injured and the gas did not ignite. An operations technician remained on site to monitor the release while one technician went to the upstream valve site and another technician mobilized to the downstream valve site. Pressure at the time of the strike was 550psig; pressure was lowered to 350psig and monitored. The decision to monitor pressure was made to avoid significant outages to residential customers. Once customer notifications were finalized, the pipeline was shunt in and blown down. A type b sleeve was installed over the defect and the pipeline was purged and returned to service on friday may 10th at approximately 4:40pm central time. The pipeline was struck by a third party logging company. The contractors working for the logging company did not complete a one call and were not authorized to perform work on the sm-23 right of way.
