Narrative
On 9/22/24 at 09:47, the fire department of the city of new york (fdny) called con edison's gas emergency response center (gerc) and reported that they were on location with a ruptured gas main at the intersection of bedford park boulevard and webster avenue in the bronx. Con edison's gerc immediately initiated a multiple resource response event (code murre) and dispatched multiple personnel to the location from several departments, including gas distribution services (gds), gas emergency response force (erf) construction, leak survey, and its gas emergency response group (erg). At 09:47, con edison's gas control group reported receiving a low-pressure alarm at gas regulator station gr-110, which supplies the same area. Con edison gds personnel arrived on location at 09:57 and began investigating. The fdny was already on location. At 10:00, gds personnel reported a blowing gas condition from under a steel plate at the intersection of bedford park boulevard and webster avenue. At 10:07, con edison's gerc identified high-pressure main valves (7707, 7708 and 8740) for isolating the high-pressure steel gas supply main at that location (12-inch steel, installed in 1977). At 12:00, gds closed the main valves, thereby isolating the affected supply main and eliminating the blowing gas condition. The incident resulted in 31 service line interruptions affecting 767 customers with no other system impact. Con edison received a total of ninety-four (94) related gas odor complaints. Con edison investigated each complaint and found all to be associated with the incident. Con edison's gas engineering group determined that approximately seventeen million cubic feet of natural gas was lost during the incident. Three members of the public were transported to an unknown hospital with illnesses potentially related to the incident. Repairs were made and customers were fully restored at 17:25 on 9/24/2024. Con edison notified the department of public service staff (dps staff), the new york city department of environmental protection (nycdep), and the u.S. Department of transportation (usdot). Multiple media outlets were on location during the incident.
