On 12/01/2023 at 15:00, a local operator was performing a routine monthly tank inspection on tank 2725 at the corsicana tank farm and observed a small oil residue around the roof drain discharge valve and product on the ground where the drain valve discharges from the tank. Approximately, 30 gallons of crude oil was released on the ground. Free product was recovered with a vacuum truck. Contaminated soil was removed for onsite remediation. Supplemental: the failure was determined to have been caused by a failure of the external floating roof tank drain hose which is utilized to drain water from the roof. The hose is comprised of an external thermoplastic sheath extruded over a spiral wound stainless steel internal carcass. The analysis determined the hose had experienced mechanical damage suspected to have occurred due to a missing guard on a tank leg. The contact abraded the external surface, and eventually punctured the thermoplastic sheath. The hose has been replaced with a new design and the tank leg guards have been inspected to prevent reoccurrence
