Narrative
At 11:30 on 11/17/23, a leak from greensboro station tank 145 was discovered by local operations personnel. The leak originated from under the tank. By 12:00, the release was confirmed to meet nrc reportability requirements. The nrc was called at 12:15, and the initial nrc report was completed by 12:41 under nrc report #1384562. The PHMSA 48-hour update was made to the nrc at 13:32 on 11/18/2023 under nrc report #1384637. At 13:05, local operations began transferring the product into another tank onsite. An osro was activated and arrived onsite at 15:00 on 11/17/2023 and began gravel remediation. By 11:30 on 11/18/2023, tank 145 was emptied, and the flow of product has stopped. Contractors removed contaminated gravel and dug a trench against the ring wall. The area was surrounded by hay bales and absorbent boom. On 11/19/2023, tank 145 was cleaned and degassed. During an initial internal investigation of the tank on 11/20/2023, a 24-inch crack was found on the bottom plate of the tank floor near the area of release. Tank 145 remains out of service pending repair and internal coating. The cause of the release is under investigation. 1/30/2024 update: kinder morgan has elected to replace the floor of tank 145. The estimated cost of repairs has been updated to include the floor replacement and coating. 4/23/2024 update: kinder morgan completed repairs of tank 145, and the tank was returned to service on april 17, 2024. The cause of the release was determined to be a crack that resulted from combination of external corrosion on the soil-side of the tank bottom and flexing of the tank bottom during filling and emptying.
