Control center received call from third party citizen at the location where they observed crude oil coming from the ground. The citizen called our emergency number and spoke to our control center. Our control center called the area supervisor who routed the operator in the area to the suspected leak site. Once the operator was on scene, he notified supervision that there was crude oil in the area of our row where our pipe is located. The upstream and downstream valves were closed and locked and tagged out. Local osro was notified and responded for the cleanup.
