Narrative
The phillips 66 bartlesville control center received an emergency line call at 16:34, 9/1/23. This call was made by the farmer who was operating the excavator equipment. The line was shut down and blocked in less than 11 minutes from the commencement of the emergency line call. The line cover from grade, for this area is apx 3'. However, the line strike occurred in a ground surface water run-off crevice where there was 3" cover directly over the pipe. The line was initially blocked in by movs operated from the control center. These valves are separated by apx 20 miles. P66 responders began to arrive at the site at apx 17:15 and closed two manual valves located each side of the release at 17:20. The closure of these valves reduced the pipe distance exposed to the release site to apx 4 miles. This occurred on friday evening of the labor day weekend. Er contractors arrived and began site excavation and clamp installation at apx 21:00. The clamp was satisfactorily installed and tested with a "snoop" sudsy solution. Personnel left the site at apx 23:15. On 9/2/23, p66 personnel arrived at apx 07:00 and discovered a small leak around one clamp bolt. Efforts to stop the leak were unsuccessful and a second clamp was located and brought to the site. The second was installed with no leaks at apx 14:00. The line was placed back in operation and started at 15:45 on 9/2/23.
