Narrative
On 8/23/2023, at approximately 16:55 est, while performing field operation activities kinder morgan operators identified a gasoline odor in the north tank field. The source of the odor was identified on a 16-inch pipe leg near tank 10. The pipe system was isolated by closing tank 10 and upstream valves. During the investigation, kinder morgan personnel identified that part of the 16-inch pipe leg had been partially covered with dirt. Upon exposure, the operator noticed product leaking from a pinhole at the bottom of the pipe. A portable containment was installed under the leaking pipe and kinder morgan vacuum truck was used to remove all product from containment. Third party contractors installed a skinners clamp over the leaking area to prevent further product release. Kinder morgan liquid terminals initial assessment of the incident did not require the nrc to be notified. However, on 9/21/2023, it was determined the estimated cost of repair, cleanup, and recovery will exceed the reporting criteria to the nrc. The nrc was notified on 9/21/2023, and the 48-hour update was completed on 9/23/2023. The pipeline was replaced in-kind and placed back into service on 10/5/2023.
