C19.4 pipeline is a railroad commission of texas jurisdictional transmission line. While running crude oil and biocide through the 8-inch c19.4 line west of ringgold to clean the line (which was started at 08:50 on 08-23-2023), the line released approximately 300 barrels into a pasture. 3,980 barrels of crude oil were being transported from burk station to ringgold station. Lack of volumes on line balance raised concerns by control center personnel and at ringgold station, which prompted pipeline supervisor to dispatch company personnel and air patrol to search for issues. Air patrol visually detected the release in a pasture approximately 1/2 mile west of ringgold station. The impact was isolated to the field and did not impact water. Line had been previously idle for about 5 months. Awaiting metallurgical test analysis in order to understand reason for failure of pipe. Line remains shutdown until a satisfactory hydrostatic test of the pipeline is achieved, to be accomplished after receipt of analysis results. Supplemental report on 01-23-2024 submitted to update report to show results of the metallurgical test analysis results. Line remains shutdown and will conduct a hydrostatic test prior to placing line back in service. Hydrostatic test date to be determined at this time. Supplemental final report on 02-28-2024 submitted to close this accident report. Line remains shutdown and will conduct a hydrostatic test prior to placing line back in service. Hydrostatic test date to be determined at this time.
