8/9/2023- imtt-bayonne was receiving barrels from a vessel into bot 5803. @ approx1825 the hi level alarm(hla) for 5803 signaled a hi alarm. The vessel was shut down, imtt field personnel obtained a gauge on the tank, according to the figures the level was 3,000bbls from safe fill. Once that was determined, the vessel was restarted. Imtt field personnel were on top of the tank monitoring the level until the safe fill was to be reached. Within 10 minutes of the restart, imtt field personnel observed product spilling from a side vent, the vessel was immediately shut down and the tank valves were secured. The level of the product was lowered and transferred to another tank. Imtt immediately initiated an emergency response. It is estimated that 321 bbls released through the overflow vent, approx. 40 bbls were recovered and disposed. After completion of the investigation, imtt determined third party contractor that calculated the safe fill for 5803, used the wrong calculations. Imtt field personnel were not at fault for this incident, therefore they were not administered a DOT post accident drug screen.
