Narrative
During routine operator rounds, a company employee noticed product around an air to soil transition on a relief line. The employee immediately began notifying supervisory and regulatory personnel, while also initiating emergency response activities. The relief line was isolated and routed to a different tank, as the line was not active at the time of the release. The product release migrated off site to a nearby drainage ditch via culvert and was contained by operator personnel by use of an earthen dam in the ditch. All product and affected soil were remediated/removed via vacuum truck and/or roll off box. The release was due to a hole on the underground portion of the piping downstream of the air to soil transition. After laboratory analysis, report received 11/15/2023, it was determined that the release was due to internal corrosion from sludge and water drop out in the product. The remainder of the line was inspected, and no further issues were found.
