On 8/13/23 at 19:12 pacific time, wctp willbridge(opid 32688) personnel making rounds in the tank farm observed jet fuel being released from the lid of one of the jet filtration vessels on filter train #3. While this filter train can be used to filter jet fuel being delivered to either the portland airport pipeline or the willbridge terminal truck loading rack, it was idle at the time of the release. Total volume released is 0.9 bbls. The osro responded to assist in removing and drumming up the impacted gravel and sand. This release has been determined to be an operational error due to insufficient detail in the site-specific procedure. This supplemental final report is being submitted to include the cause and updated financial information, along with the updated nrc control numbers: 12/6/2023: this supplemental final report is being amended as the nrc numbers were omitted. Initial nrc - PHMSA 50k criteria - 1383108 48hr update nrc - 1383258
