Narrative
At approximately 17:00 on august 9, 2023, the shift o&m discovered an area of rock/soil that was stained with a small amount, less than a half-gallon, of diesel near tank 6, area a booster suction valve. The operator observed that diesel was leaking up the valve stem and stem tube and into the metal containment vault. The valve was opened, and tank level lowered to decrease the head pressure on the valve. The leak through the stem ceased. The total amount of product released into the vault was calculated to be 36.70 gallons. Cleanup began immediately using a vacuum truck and crew that was onsite at baton rouge tank farm and was completed on the same day as the release. On august 10, 2023, kinder morgan mechanics removed the valve topworks. Investigation by the mechanics found the valve leaked due to a worn o-ring. The o-ring was replaced, and valve placed back in service. 9/8/2023 - estimated cost of $1200 added to estimated cost to operator to bring total to $2,860.
