Narrative
At 8:56 am an enterprise line locator identified vapors from a pipe casing vent where two enterprise pipelines are located. A vapor sample was sent to the lab confirming the product as propane, which is transported in the pasadena #1 pipeline. At 12:05 pm, enterprise determined that due to difficulty of access, the initial estimate for repair cost would exceed $50,000 thus the nrc was notified at 12:30 pm, and the rrc was notified at 12:40 pm (incident #2874). The leak segment was isolated via the upstream and downstream valves, and the piping was purged. The section of piping was excavated and portions of the casing were cut out to access the existing a-sleeve. The ends of the existing a-sleeve were welded, creating a b-sleeve which sealed the carrier pipe. A review of the pipeline's previous integrity assessment indicated that the failure was an external corrosion anomaly due to localized corrosion.
