On 6/28/2023 at approximately 07:50, the duty foreman received a call that the front sump at central manifold was overflowing. Local operations personnel responded to the central manifold and stopped all transfers to determine which line the oil was coming from. Approximately, 20 gallons of crude oil released into the sump containment area. Clean-up contractors were dispatched to the area to collect the free product. Investigation determined that 4-inch drain valve was leaking by and bypassing crude oil into the sump causing it to overfill into the containment. Further investigation in the local control room identified that the scada hi sump alarm was not located on the active screen when controlling the central manifold. The alarm was moved to be visible on the active screen to prevent recurrence. A new drain valve was installed, and a vapor blind was installed to block the oil coming from the 26-inch line.
