On june 21, 2023 at approximately 09:28 a.M. Mdt, a bridger employee was performing a station check at the iberlin station, which was not operating at the time due to a loss of communications between it and the control center, when he discovered a pump seal had failed and released approximately 25 barrels of diesel inside of the pump building. The employee promptly called the area supervisor to report the release. The area supervisor subsequently contacted operations management to inform them of the release. A local vac truck company was then contacted and a vac truck was dispatched to the location to assist with the recovery of the released product. Once the vac truck arrived all released product was recovered and disposed of in accordance with wyoming deq requirements. After all of the released product was recovered, bpl employees examined the pump seal and determined it had failed due to high temperature. Taking this into consideration, it was decided to replace both the seal and pump. After the pump and seal were replaced, employees corrected the communications issue and the station was placed back into service. Further review of the incident revealed that a configuration in the plc logic allowed the pump to try and restart multiple times under low suction pressure which created a dry run/cavitation situation causing high temperatures and subsequent failure of the seal. The plc logic has subsequently been modified to mitigate the possibility of a dry run/cavitation situation. No wildlife, surface water, ground water or soils were impacted or contaminated as all released product was contained inside of the pump building. As mentioned above, all of the released product was recovered and was properly disposed of in accordance with wyoming deq requirements. Since the release did meet wyoming state deq reporting requirements, they were contacted and advised of the release. The release, however, did not meet national response center telephonic reporting requirements; therefore, no call was made to the nrc.
