Narrative
On june 7, 2023, at approximately 8:07 am mdt a third-party pipeline operator reported a release from the delivery end of the frontier lateral at their facility. The edmonton control center immediately shut down the line out of caution and an enbridge technician was sent out to investigate the facility. The technician arrived onsite and at 8:23 am mdt confirmed that there was a release of approximately 1 to 3 barrels that originated in the sample building and migrated out of the building and onto the gravel. The area supervisor arrived on site at 9:10 am mdt and calculated the release to be 8 barrels and determined that cleanup would be more extensive than originally thought exceeding the nrc reporting threshold. The nrc was notified on june 7, 2023, at 9:47 am mdt (nrc# 1369372). The source of the release was identified as a sample canister that overfilled. Additional resources were called in to assist with the release cleanup. Operations removed the sampler to investigate the cause of the release. While rebuilding the sampler, they discovered that the motor of the sampler, that pulses to allow for a small quantity of volume to be collected for sample, was not functioning properly. It was determined that the sampler failed in the open position, creating an open flow path from the sampler to the sample container. The container eventually filled to max capacity and released. The sampling containers are connected to the sump in case of an overfill event, but they could not keep up with the volume coming into the container. A new motor was put in the sampler and the lateral was returned to service. A 48-hour update to the nrc was made on june 9, 2023, at 7:51 am mdt (nrc# 1369555). All product was cleaned up and contaminated soil was removed from the release site and properly disposed of.
