Field personnel was on site for maintenance activities at meter skid 770 the morning of june 1st, 2023, and after these maintenance activities, manifold 2 piping and meter skid 760 were handed over to control center operator, to get volumes started outbound from the terminal to a third party customer. The control center operator began opening his flow path from header 2 (tank 7715) and through booster 1 and into the meter skid 760. During the flow path lineup, field personnel noticed a release of oil in the manifold 2 area, between booster pump 1 and booster pump 2, which was quickly investigated to determine the piping associated with the release. Immediately the control room was notified to isolate all valves associated with the area. Upon the isolation of the manifold valves, the flow of oil at the release area was slowed to a minimal amount from the short section of piping suspected to be the leak area. The vac truck that was on site for the meter skid 770 maintenance was quickly moved to the release area and began to evacuate the short section of pipe. During the excavation process, it was determined that this short section of dead leg piping could be un-flanged, removed, headers isolated (blinds), and would have no operational effects on terminal operations. The dead leg piping was removed, the headers were isolated, and the terminal was back to a normal operation state.
