At 15:39 on may 15th, 2023 magellan operations personnel were conducting a daily facility inspection at odessa terminal when they noticed a 3" globe valve on a temporary recirculation line leaking through the packing. The operator shut in the recirculation line to stop the release and clean-up activities were initiated. Further investigation determined excessive vibration caused the packing nut to loosen which allowed product to leak through the packing. To prevent a re-occurrence, the valve was removed and blind flanges were installed.
