Narrative
Approximately 4,457 barrels of crude oil were released from tank 3600 at cushing station. The date and time of the release (part a q4) is based on the earliest possible time the release could have started based on tank gauge, crude oil movement, and weather data. A supplemental report will be submitted pending further investigation into the cause of the incident, costs associated with repairs, and the local operations center. Supplemental (1): the cause of the release is attributed to corrosion of the top and bottom side of the tank floor. Third party analysis indicates top side corrosion at a higher rate at the pinhole locations but were unable to identify a single corrosion mechanism. To prevent future incidents, plains removed the tank from service and is in the process of repairing the tank floor. Supplemental (2): updates applied to part g and part k.
