On may 12, 2023, at approximately 7:36 am cdt, a pinhole leak developed on line 55 at mp 25.3071 after an integrity dig crew was sandblasting the area of pipe. The edmonton control center was immediately contacted, and the line was shut down at 7:39 am cdt. The excavation area was evacuated, and enbridge personnel and contractors were mobilized to the site for cleanup and repair. Approximately 2 barrels of crude oil was released and contained within the excavation area. The nrc was notified on may 12, 2023, at 8:42 am cdt (nrc# 1367051). A 48-hour update to the nrc was made on may 13, 2023, at 9:16 pm cdt (nrc# 1367191). The dig at mp 25.3 was issued on april 12, 2023, in response to a priority notification of a corrosion defect called by the december 2022 corrosion inline inspection. The pipe at mp 25.3 is located under a casing as it crosses interstate us39. A sleeve was installed on the pipe and the line was restarted on may 13, 2023, at 6:54 pm cdt. Approximately 53.18 tons of soil was removed from the release site and properly disposed of at an approved facility. A cut out was performed to aid in the investigation to determine a root cause. The results of the investigation indicated that the condensing atmosphere within the casing caused water to drip on the top of the carrier pipe, causing metal loss on the carrier pipe. This process was likely exacerbated by increased pipe operating temperature, as well as the formation of crevices between the pipe and the external coating that formed as corrosion progressed.
