Narrative
On 5/14/2023, at approximately 17:10, targa ngl control room received 3 gas detector alarms at the navarro pump station (ps9). Controller immediately dispatched I&e technician to location to investigate. I&e technician arrived at approximately 18:45 and identified a release from the receiver pig trap closure. Upon arrival, and quick investigation of the situation, I&e technician determined the actuator stops were out of adjustment which caused the valve not to be fully seated in the closed position. As a result, when the o-ring failed, a small amount of product leaked past the failed o-ring. Actuator stops were adjusted and product flow stopped. Trap closure o-ring was replaced and trap returned to normal operating condition. Targa operations has identified issues with this actuator and has already begun installing ancillary equipment in preparation for new actuator from a new manufacture. Due to lead time, new actuator is estimated to be installed before the end of the year.
