Incident summary: on may 8, 2023, at 7:20 am, technician was completing a job walk for upcoming painting work, when he observed crude oil around the roof drains for tk-1997 ('tank') and inside of secondary containment within the dike wall. Agency notifications were timely made. The estimated release was 21.5 gallons (0.5 barrels) tank was visually inspected on may 1, 2023, and no oil observed. Tank was also gauged on may 4, 2023, and no oil observed. Root cause: investigation yielded that a previous historical repair of a corrosion pinhole using an epoxy type patch (belzona) had failed which led to the release from primary containment. Corrective/remedial actions & preventing re-occurrence: empco made the decision to decommission tk #1997 and perform an ahead of schedule API 653 out-of-service inspection and make the necessary permanent repair to the tank roof.
