A commercial ship notified the coast guard of a potential release of an unknown material on 11/7/23 @18:00 in gom 29� 19' 22" n 093� 38' 55" w. The coast guard made a nrc notification on 11/7/23 @ 19:29 reporting the unknown material and unknown responsible party. Coast guard notified targa of the potential release after a bsee made a flight and provided a listing of pipelines in the area. Targa made a helicopter flight on 11/8/23 and verified the suspected leak was above the pelican 12" offshore gathering pipeline. Sheen and bubbles were observed, and targa began to shut down the pipeline by having the single producer on the pipeline close the valve at the platform. Targa utilized a flare onshore to de-pressure the pipeline. A vessel and dive crew were secured to find and repair the leak. The leak was discovered on 11/16/23 and the crew began the process to expose the pipe and remove the concrete coating. Leak was eliminated and repaired by installation of a 12" x 24" clamp on 11/19/23. Weather delays were experienced throughout the process. A pinhole leak was discovered and determined to be caused by internal corrosion. The pelican pipeline is still shut-in and will not be returned to service. Targa is preparing the permitting application to initiate the pipeline abandonment process with bsee.
