Narrative
On 11/14/2022 at 10:15 am cst, during station rounds, a pipeline technician found approximately 5 barrels of natural gasoline on the ground by lid220 scraper trap at tulia pump station. The pipeline segment was shutdown and isolated. On 11/15/2022 once the pipeline was excavated, a buried stopple fitting was found leaking. A laboratory failure analysis study of the stopple concluded that a crack had initiated at the weld root of the stopple fitting long seam weld, and the failure was due to fatigue growth in lack of penetration and lack of fusion defects. The pipeline was repaired and returned to service on 11/18/2022. This is an nrc reportable event due to the cost of repair exceeding $50,000. Initial call to nrc was made on 12/15/2022 at 12:35 ct (nrc# 1352631). The call was made based on repair cost estimates exceeding $50,000. 48hr update call to nrc was made on 12/17/2022 at 12:25 ct (nrc# 1352793). The update provided a product release amount of 200 barrels of natural gasoline.
