Incident/ accident description: phillips 66 employee arrived at the sheridan wy facility at 21:40 and discovered a 2inch drain valve was dripping diesel on to the ground from the sm-01 bypass manifold. Employee called the p66 control center to have them shut down sm-01 pipeline from billings mt. Once line was down employee isolated section of above ground pipe and bled down section of line to sheridan facility tankage. Employee placed absorbent material on ground and a bucket under the valve that was leaking diesel. Final costs for repair and clean up are not in at time of report submittal. 1-24-2023 supplemental - final final costs for cleanup and repair are added to part d of form. The likely source of water that froze, came from normal scraper(pigging) cleaning tools that are run on the pipeline system to remove sediment and water.
