On 10/17/22 at 16:00 a work crew was excavating an area near the 20" sump of sfpp's (PHMSA opid #18092) incoming pipeline manifold in our phoenix terminal facility in phoenix arizona, maricopa county, when it was discovered that transmix product escaped a corroded pipe fitting associated with the sump drain system, around the subterranean work area. The system was in an atmospheric pressure condition with gravity the only source of energy contributing to liquid force. Work was immediately stopped, and appropriate notifications were made. The contaminated soil was removed, and work resumed. While the release occurred on 10/17/22 the piping was not thought to be PHMSA jurisdictional. It was only after the piping was excavated to complete the repair when it was discovered that this sump drain system is connected to additional PHMSA jurisdictional piping at which time a call was held on 11/03/22 at 18:51 and a determination was made that the release was reportable due to this new connection information. Some functions of this terminal and mainline are monitored by scada including the sump high level, however, the piping associated with the leak does not have any scada control or monitoring.
