Narrative
On 11/4/2022, a genesis pipeline technician called the genesis internal hotline to report that at approximately 09:45 during a station check at the doe meter station in texas city. The technician observed crude oil on the gravel within a secondary containment. The station was shut-in and pads were deployed on the release spot and contractor personnel were called at approximately 10:00 to locate the source of the contamination and to remove contaminated gravel. Initial estimate before removing gravel/dirt was a few gallons. When digging began on the area impacted it was discovered that the leak originated underground and was then estimated volume to be closer to 1 barrel. At this point, the estimated cost of clean-up was re-evaluated and the nrc was contacted when the requirement for an immediate notification was met. In addition, through continued digging, the impact of the release was re-evaluated and the release estimate was increased to 5 to 10 barrels. The source of the release was found to be a pinhole leak approximately 6ft. Under the surface, on a connecting 20" pipe downstream of the custody transfer point. The pipe was promptly repaired with a clamp according to genesis repair procedures. Supplemental update - 02/02/2023 update to part d question 8a to account for non-operator property expenses. Revise part a question 4 to more closely reflect the timeline. Ground contamination testing and analysis to determine remediation by 3rd party contractors are still ongoing. Supplemental update - 04/26/2023 two french drains were installed at the site to collect any oil that may come out of the soil. The excavation phase is concluded. Nearby ditch was skimmed for oil contamination and then covered with clay. Final plans will be implemented in the coming weeks. Cost resulting from the release are still within the estimated numbers found in pard d.
