Narrative
At approx. 0930 cdt on 06oct22, a construction company working on the right-of-way of garner rd in la belle, tx, lel monitor detected chemicals in the atmosphere. This company notified the cpp area controller about the discovery, and upon arrival, it was discovered that dead grass and vapors were escaping from the ground above the pp mix pipeline. It is unknown how much product or what caused the release. Osro is enroute to assist in the remediation and repairs of the line, and a third-party company is on site to conduct ongoing air monitoring. 1st update: at approx. 1119 cdt on 06oct22 sample results confirmed the product to be pp mix. Prior to the report of the analysis, the system was isolated, and the pressure lowered to expedite the decommissioning of the system. N2 is in route and plans to decommission the system are in progress. 2nd update: at approx. 1759 cdt on 07oct22, it was initially estimated that a total of 9,136.4 lbs of pp mix had been released to the atmosphere. The pipeline system was decommissioned and purged with nitrogen. Plans for excavation and repairs are underway. Investigation is ongoing. 3rd update 01nov22, following the 3rd party metallurgical lab analysis, the pinhole was measured to be 0.25mm (~8 times smaller than initially estimated). Using the actual diameter of the pinhole resulted in an updated, estimated release volume of ~0.84 bbls (154 lbs).
