On september 28th, 2022 at 14:45, magellan operations personnel were performing a tank transfer when product was discovered leaking from an open bleeder valve on the destination tank's pump. Operations were immediately stopped and the bleeder valve closed. Impacted soil was excavated and placed in an onsite roll-off box. To prevent reoccurrence, the bleeder valve will be replaced with an enclosed system that requires a tool to utilize the asset. Additionally, procedure 9.01-adm-045 - perform valve lineups for product movements will be reviewed during the next safety meeting with galena park operations and maintenance teams, with emphasis on valve alignment. After cleanup activities were complete, the tank was placed back in service and normal operations resumed.
