Narrative
At 1911 cdst on 9/1/2022 a psv at lick creek station released to flare. A local technician was then dispatched to respond to the station. Upon arrival the technician observed that the psv would not reseat and isolated the line in response. Approximately 970 gallons of ethane released to the flare. The psv has been replaced. Upon investigation, cause of the psv's failure to reseat was attributed to a worn o-ring.
