On 8/9/2022 flint hills resources was on site performing a scheduled maintenance dig. At approximately 13:00 the dig crew observed contaminated soil and notified the pipeline control center. At 13:08 the pipeline was shut down and the segment was isolated. The planned repair was completed utilizing a type-b sleeve, and the line was restarted at 22:02 on 8/9/2022. Excavation, soil removal and site remediation continued through 8/10/2022. Based on the amount of soil actively being removed, anticipated lab testing, contractor and fill material costs, it was determined on 8/10/2022 that cost could potentially reach the PHMSA reportable threshold of $50,000 based on the anticipated scope. Accordingly, a notification was made to the national response center at 17:25 on 8/10/2022.
